PUP CAF Evals Situation: a timeline



EVALUATION EXAMINATION

Evaluation examinations are a series of exams that will determine if a fourth year Bachelor of Science in Accountancy student will graduate and complete the program. This examination comprises 4 sets that started last April 25 - 31 and ended its fourth and last set last July 14 - 20.


It comprises 7 subjects namely (1) Financial Accounting and Reporting, (2) Advanced Financial Accounting and Reporting, (3) Auditing and Assurance Principles, (4) Applied Auditing, (5) Regulatory Framework for Business Transactions, (6) Taxation and (7) Management Advisory Services. This was anchored in Certified Public Accountant Licensure Examination composed of 6 subjects but splitting the Auditing subject into two for problem and theory.


The said examination was taken by 969 BS Accountancy students from PUP Main, Branches and Campuses.


End of Evaluation Exam


Last July 20, the last day of evaluation examinations of fourth year Bachelor of Science in Accountancy students was concluded. .

Few days after that, July 25, Monday, a consultation meeting was facilitated with Prof. Noel A. Begonia, to address the issues and concerns with the class representatives of PUP main campus and its branches and campuses.


A week after the results were released, a series of rants in public domain such as PUP Freedom Wall were circulated expressing their feelings in the said evaluation exam.


Due to unease brought to the CAF students by the rants of the current fourth-year students from all of the branches, organizations like Polytechnic University of the Philippines Federation of Junior Philippines Institute of Accountants (PUPJPIA) and Polytechnic University of the Philippines College of Accountancy and Finance Student Council (PUP CAF SC) gave their support to the complaint and desire of CAF students to be heard.


FREEDOM WALL

CAF Students’ rants surface on PUP Freedom Wall

An anonymous various rants from fourth-year BS in Accountancy students were posted on the Facebook page of PUP Freedom Wall which talked about the inhumane treatment of the College of Accountancy and Finance to its students, which many of the BSA students - Batch 2018 will not graduate from different branches on time because of the monthly evaluation examinations, on July 28.


A freedom wall post #13799 discussed his efforts to complete the Bachelor of Science in Accountancy program he mentioned the non-refundable down payment he paid for the review center but was unable to graduate on time due to the policies and flaws of the College of Accountancy and Finance while after this, a tremendous amount of confessions surfaced that also talked about their complaint about CAF.


Another post, #PUPFreedomWall13811, talked about losing his candidacy because of an extremely hard thirteen (13) pager examination in the Integrated Review Course for Applied Auditing. Moreover, a line from #PUPFreedomWall13841, says that “suddenly, studying accounting becomes traumatic”.


On July 29, #PUPFreedomWall13865, a point of view from someone in the faculty was posted where the rant talks about the internal problem circulating around the CAF’s Faculty, it was said that the system was unorganized, and the class already started but no reliable materials were provided.

ADMIN DIALOGUE

PUP CAF conducts Admin Dialogue

4th Year PUP CAF students from different branches and campuses laid out their concerns and demands in the dialogue with the College of Accountancy and Finance Administration on August 2.


A number of 203 participants from sensing forms, 196 students participated in the consultation, and 887 petitioners up to this date in a manifesto of unity for CAF students to graduate, CAF SC reported the motion to lower the passing grade for the evaluation and if that is not possible to let the branches and campuses have the discretion to change their policy and lastly to review the current retention policy.


PUP CAF Dean, Dr. Julieta G. Fonte, CPA, articulated that the different guidelines in evaluation for branches and campuses were offered by the CAF to Main because the University has one university-one policy, and the VP for branches and Campuses wanted to apply the said policy to other branches.


"In the first place, ang guidelines ay na-disseminate naman sa bawat isa,” said Fonte and stated that this matter should be addressed to the Vice President for Branches and Campuses.


According to the lowering of the grades to 60, Prof. Noel Bergonia, CPA, MBA, said, "I think we will have another meeting with the Dean, from this point, for the meantime, I would say na medyo mababa na ‘yung 60.”


Meanwhile, the representative from PUP Sta. Maria bargains that if lowering it to 60 is not possible, at least make it 65 for Applied Auditing and 70 for other subjects but Prof. Bergonia answered that there is still a need for a meeting with the committee to decide according to this demand.


After that concern, the students raise an agreement not to take the CPALE until the university allows them to, "Baka po pwede as of the moment po, baka pwede pong maka-graduate po kami," PUP Sta. Maria's representative pleaded.

Prof. Bergonia responded that it was actually part of last week's consultation with the student regent and it was erased, "Once you graduate from PUP, the PUP cannot hold you with your rights, even if may pipirmahan and all, that's already a violation somehow."


PUP CAF SC President, Aizel Mae Tugalon asked if the demands could be endorsed by the CAF administration but an endorsement for a meeting to discuss the demands is what the CAF administration could only give to the students.


"We know po, sa pagkakaroon ng evaluation exam, kung gaano kadaming oras yung ginugugol ng estudyante para po, para makapag review, para pumasa, pero despite po all this things po ay hirap pa rin ang mga estudyante kaya po ayan finoforward po namin ang aming currently kalagayan with wanting you to heed our concerns as of now" CAF SC Tugalon states when the conversion diverts on how the students should take initiative in order to learn.


CAF SC at the end note announced that the students will be having a live broadcast this August 4, 2022, discussing the demands.



REMOVAL EXAM

PUP CAF announces removal examinations for qualified BSA 4th Year students

In considering the passing of 402 students who failed the evaluation examinations, removal examinations will be conducted for qualified 4th Year BSA students from PUP to be held on August 17 - 19, 2022.


The students who received with a grade of 5.00 in any of the integrated review courses, particularly Taxation, Management Advisory Services, Financial Accounting and Reporting, Advanced Financial Accounting and Reporting, Applied Auditing, Auditing and Assurance Principles, Regulatory Frameworks for Business Transactions are eligible to take the removal exams.


According to the announcement, the examinations will be conducted face-to-face for PUP branches and campuses while online for the Main campus where students will be required to turn on their cameras via Zoom on another device during the exam.


The qualified students are required to fill out a pre-registration form which will be accessible from August 8 at 8 a.m. until August 13, Saturday.


Meanwhile, the students must receive a transmuted score of 75 on the exams in order to pass and be able to be part of the graduating students.
